Coming to your issue I have heard that law fac holds fifth sem repeat exams after the sixth sem. Try and see if you can give improvement then. If not then try talking with your HR/advocate and say that your exam results are delayed due to some admin issue or something. Knowing du, it's not unbelievable.
How many more quotas do we need? Also, how is it possible to say who is trans? Is anyone who identifies as the opposite sex trans? Or do you have to undergo gender reassignment surgery?

As for your political comment, that's so ludicrous as to be almost tragic. BJP has been in power over the last decade in centre and for almost three decades in Gujarat.
