It’s official: Percy Billimoria to head Cyril Amarchand Delhi (with Gauri Rasgotra as deputy)

Cyril Amarchand Mangaldas has confirmed the hire of AZB & Partners senior partner Percy Billimoria as head of Delhi and chair of disputes, regulatory, advocacy and policy practice, as first reported by Legally India last week.

Delhi partner Gauri Rasgotra will be deputy head of the Delhi region.

According to a press release from the firm:

Cyril Amarchand Mangaldas, has appointed Percival (Percy) Billimoria as Partner and would be joining shortly as “Head – Delhi� and the “Chair of the Disputes, Regulatory, Advocacy and Policy (DRAP)� practice of the firm. He would also be a member of the Core Advisory Group.

Percy, who has also practiced as a Chartered Accountant, has nearly three decades of professional work experience with significant expertise in disputes pertaining to commercial trans-national matters such as joint venture & project finance disputes, tax litigation and antitrust litigation.

Percy regularly appears before the Supreme Court of India, the High Court of Delhi, as well as arbitral and tribunals such as the Competition Appellate Tribunal (COMPAT), the Company Law Board (CLB) and the Telecom Disputes Settlement and Appellate Tribunal (TDSAT) as arguing counsel. He has represented several multinational corporations across diverse sectors and industries, including before the CBI Special Courts in anticorruption and economic offences matters.

Prior to joining Cyril Amarchand Mangaldas, Percy was a Senior Partner at AZB Partners, New Delhi, chairing it’s litigation practice.

The 2016 Asia Pacific edition of Chambers & Partners, states that Percy is highly commended as a “very articulate and clear-headed counsel. Clients report that he “inspires confidence when arguing a matter,” owing to his extensive preparation and strategic insight.â€� As counsel in anti-trust litigation, Percy has been cited in Who’s Who of International Anti-Trust Lawyers, to be “among the most highly regarded experts in our Indian research, where he stands out for his formidable work before the Competition Appellate Tribunal.â€�. He is also part of the Unilateral Conduct Committee of the American Bar Association’s Section of Anti-trust Laws.

Managing Partner Cyril Shroff commented on his appointment, saying, “We are thrilled to bring Percy into the senior leadership of the firm. Cyril Amarchand Mangaldas, would further like to state that Partner Gauri Rasgotra, who is New Delhi based would be the “Deputy Head – Delhi� and will be working closely, with Percy as an integral part of the leadership team to drive the firm’s next phase of growth in the National Capital Region.

Cyril Amarchand Mangaldas had also recently announced a number of National Practice Heads for several practices including Corporate, Projects, Capital Markets, Tax, Financial Regulatory, Investigation, etc. The Cyril Amarchand Mangaldas Core Advisory Group, which is the apex advisory body of the firm would now comprise of James Abraham, Percival Billimoria, L Viswanathan, Reeba Chacko and Vandana Shroff.

I thought Harry was promised the position of "head", then Gauri, now Percy?
Is Percy going to report to Rishabh baba?

Give it 6 months.

Is Percy aware of the actual layer of reporting at CAM? What will happen when one day he will be summoned by Rahul oops Rushubaba? And will he be Ok when his junior members gets called for essential CAM tasks like sangeet parties or other routine family errands? Time will tell but till then wish you all the best.

Percival Billimoria Esquire - you are as charismatic as your name. There are many admirers from within CAM and this is when you haven't even started your new role. Your reputation (of being good at everything that you do and touching every practise area that you touch into gold and being an incredible people'person) precedes you. We are waiting for you and know for certain that in a matter of a few months to a year at best you will make CAM delhi into the place it should be.

CAM Delhi needed a leader who was not just good at his work and bringing in clients but also good with people. This is a deadly combination in a single person - much lacking in the existing delhi leadership. Way to go Cyril and Vandana for making the right choice. Percy has the maturity to handle complex transactions and complicated people issues. CAM delhi will be completely transformed under Percy s capable leadership.

Very Happy to hear that Percy is joining CAM. This will be very good for the Delhi office. Percy is very well regarded and well respected in the legal profession as well as with his peers and junior colleagues. Have heard that he is also an excellent mentor to his juniors This is a great move that will further bolster the Delhi office to greater success.

PS- one question how can the office be full of donkeys as alleged and yet partake in this so called, non-existent and fictitious Sangeet practice! clearly the donkeys must be talented then ;)

Has CAM Delhi instructed its lawyers to post messages on LI welcoming Percy into the fold? A suspiciously high number of such comments here already. Or have CAM Delhi lawyers nothing better to do? If nothing else, it just shows how desperate the situation at CAM really is, to be singing Percy's praises even before he has joined and holding him out to be the saviour on the white horse(no offence at all to Percy).

The new era in CAM is Vandana and Rishab leading the firm. Cyril always travelling and token heads appointed who are not even designated Managing Partners. Kudos to SAM for having the courage and confidence to truly let non family grow. CAM has not even made Vishwanathan Managing Partner at Mumbai. Surprising to see no comments about Percy lacking loyalty after 16 years and leaving so poorly that his firm hears from the media.

You are not very regular these days and therefore may have missed it except that the build-up in last few years was unmistakable.

Why has nobody considered the fact that he is a parsi in Delhi... It's like honey in samosa or sambar in pasta..what is a parsi doing in Delhi... I didn't know it was possible... This is the biggest issue..Sam Cam AZB issues are just redundant and history.. They have enough money and work to keep going on until the end of earth which will be anyways approaching in a 100-200 year time frame
