16 March 19:15: Tamil Nadu National Law University (TNNLU) has also agreed to close, after receiving notification from the state government. Vice chancellor (VC) Prof VS Elizabeth confirmed that from tomorrow there would be no classes. The university was currently working out whether to allow students to remain on campus, she said.

16 March 11:18: Nalsar Hyderabad passed an order on Saturday (14th) to suspend classes and begin a 48-hour evacuation of the campus of students who are Indian nationals. The evacuation is set to be completed by midnight, according to student sources. It is hoped that classes will be held online.

14 March 13:47: NLU Jodhpur VC Prof Poonam Saxena confirmed: “The state directives to close all educational institutions has been issued today. Classes have therefore been suspended till 31st of this month.”

13 March 22:08: RGNUL Patiala has also announced that there will be no classes from tomorrow:

In view of the Notification number Dte Edn Dept/PA/Sp- 2020 dated 13th March 2020 issued by Department of Higher Education (Colleges) Government of Punjab, as a precautionary measure to control the

spread of corona virus (Covid-19), the teaching and examination work in RGNUL, Punjab shall remain suspended with effect from 14th March 2020 to 31st March 2020.

The students are advised to vacate hostels.

However, as per the notification referred to above, teaching and non-teaching staff shall remain in the office during the office hours.

13 March, 11:07: JGLS Sonepat, part of Jindal Global University (JGU) has suspended classes, with the following notification:

After detailed consultations with the Deans of all the Schools of JGU and the Joint Student Council, it has been decided to suspend classes with effect from Saturday 14th March 2020 till Sunday, 29th March 2020 as a precautionary measure against Corona Virus (COVID19). Today’s classes will be held as per schedule.

We resume classes on Monday, 30th March 2020. Please note that the University remains open during this period.

I request you to follow all other health and safety related precautions that have issued in the form of advisories by JGU in the last few weeks.

We will be closely monitoring the situation and will keep you updated of any further developments.

Update 13 March, 10:00: As of today, most HNLU students have evacuated, with around 40 left on campus and due to evacuate by this evening.

Original story 12 March, 12:56: HNLU Raipur has suspended classes for a week, until 18 March, and had asked all students to leave campus by this evening, to prevent the spread of novel coronavirus (COVID-19), which has been rapidly taking up residence in most countries.

The university would have provided buses to students all day today, however, it is understood that the Student Bar Association (SBA) intervened against the evacuation order, liaising with the vice chancellor (VC) Prof VC Vivekanandan.

The SBA said that the administration’s notice “does not represent a final decision on all issues surrounding the campus shutdown”, though it agreed that classes were suspended and measures should be taken in self-isolating.

Shortly ahead of the evacuation notice, dated yesterday, HNLU had sent out a notice (see below) that it had stocked up on soap and hand sanitisers, while equipping hostel managers with face masks (though not to students unless they showed signs of any “severe cough, cold and fever”).

Universities - as are any crowded places, such as courts or law firm offices - are naturally environments conducive to the spread of any infectious illnesses, not just the more rapidly-spreading such as COVID-19.

That said, it is understandable that the students are reticent about packing up their bags and cramming into a bus, which might be even more crowded than a mess hall at dinner rush hour.

On top of that, minimising cross-country travel may also protect the spreading of any potential infection to far-flung family members and the elderly, who have been among the more at-risk group in COVID-19 cases.

We have reached out to HNLU VC Vivekanandan for further comment.

One national law university VC commented that for the time being they had not yet taken measures as HNLU had: “We’re avoiding unnecessary meetings but continuing classes. We’ve intensified cleaning and disinfection routines cross campus.”

Update 15:03: Another NLU VC commented: “I think quarantine should have been considered as an option rather than sending them to the entire country.” Correction: An earlier published version of this quote was inaccurate, due to an unintended technical error.

Update 18:27: The NLSIU Bangalore has issued a notification to students today, announcing the closing of the library to “outsiders”:

This is to inform you that, as per the suggestions of Honorable Vice Chancellor, Library access is suspended for outside users, till 31st March 2020 due to chances of spreading COVID 19. Hence, you are informed not to allow outsiders for library access.

Swine flu had resulted in the shut down (but not evacuation) of NLU Jodhpur in 2015, and Nalsar Hyderabad in 2015 and as recently as 2019, the latter case resulting in only one day of cancelled classes.

Update 13:07: According to the New Indian Express, one HNLU student said: “The situation in the campus apparently seems panic-stricken. We would appeal the administration to give us some more time, though the Chhattisgarh is relatively safe from the anticipated risk of coronavirus. The students of HNLU are from across the country and some belong to areas where there are suspected and even confirmed cases of coronavirus. So the administration should also consider its decision on closing down of the university.”

Evacuations of campuses had been reserved at Indian law schools primarily for violence-related reasons: in 2018 at KIIT Bhubaneswar after riots between engineering and law students, and in 2016, at JGLS Sonepat, over riots by the Jat community in the state.

The VC is displaying a degree of incompetence that would be the stuff of legends. HNLU is at an isolated spot in Raipur, 25km from the city. It's an ideal place to quarantine the suspect cases, and to close such a place, with minimal interaction with outside world shows immaturity which is surprising.

Clearly you have missed the bus when it comes to world news given that institutions (heck, even nations) are preparing for a lockdown. Even, schools and colleges are being/proposed to be shut down as a preventive measure.

And here you are ranting about something which seems like a sensible move by the vc and to a large extent for the benefit of all there. You may even call it reasonable foresight.

Riddle me this - 1. god forbid the virus has a massive outbreak and spreads throughout the country. What will the 1000 people do then at that desolate location? 2. Assume even 1 person at that campus contracts the virus, what will all the people there do then? Panic? Cause mass hysteria? Imagine if 1 student in the hostel contracts it - the consequences will be suffered by a lot of other co-inhabitants. Imagine the panic and worry which the poor parents will face.

Got another notice from the administration that the classes are suspended till 22nd March. Just an hour ago, another circular has been issued by the state government that the schools, colleges and universities are going to be shut down till 31st March.

So HNLU is going to lose around 17 working days, so this semester is possibly going to get extended till May.

EMERGENCY ALERT: Many firms and companies are expected to freeze recruitment on fears of a global recession. All NLU students must unite and ask the government to create jobs for their graduates, as the private sector will not. The demands should be:

1. Creation of an Indian Judicial Service with fresher entry (lobby for question papers to be set by NLU professors based on NLU syllabus and case law method).

2. Compulsory recruitment of 2 NLU graduate law clerks by every High Court judge in India @ Rs 40,000 a month at least.

3. Compulsory stipends by HC and SC advocates.

4. All teacher vacancies at NLUs must be filled. UGC NET must be waived for NLU graduates.

NLU students have never been united (as evident for the failed #NationaliseNLUs campaign) but this time your jobs are at stake!!

I request LI not to censor my comment. I stated that firms and companies will cut down recruitment, so all NLUs must unite and ask the govt to create jobs (via Indian Judicial Service, judicial clerkships, stipends for juniors in chambers and filling up faculty vacancies at NLUs).

I am astounded that some VCs are still not suspending classes. Any VC who stubbornly forces students to pack into classroom risks having blood on his/her hands. Apart from classes the whole campus must be shut down as it can spread by sharing bathrooms and common facilities.

Despite all NLUs being shut down one after the other, one of the most senior sitting VCs continues to dither. Where one would want some leadership, he choses to follow. Telangana has shut down all schools and colleges today - and yet NALSAR has failed to take any action.

Yes, I have missed classes here and there. I doubt I am the only one to have done so. I could be away a week and be fine on attendance. More than that, I might be in trouble as I stand to lose 4/5 classes per course per week.

Two weeks of absence would mean I miss 8/10. I will be in trouble in such a scenario. Furthermore, my parents won't agree with my walking away on my own accord. They would want me to wait for the institution's guidance. I am doing so and also voicing my frustration. Is that so wrong?

Word on the street is that certain senior staff member got so freaked out by corona he went around campus physically separating couples hugging. He slapped one student while also yelling at them to go back to their rooms. The next day an open house was called for which was full of drama and crying and apologising. You can ask any of the students- this is common knowledge.

The point being that the NLU alumni base must kick into high gear and ensure that when it comes to placements, NLU grads are preferred over everyone else. It is not an unreasonable demand considering the situation in the economy.

I hope your law school teaches you logic. The entire premise of the CLAT exam is to filter out those who are not capable of being in these hallowed institutions. All the students who are in these places are incredibly hardworking and supremely intelligent as is evidenced by placements, moots etc (especially NLS, NALSAR and NUJS). There may be a bad egg or two, but on the whole the entire student body is miles ahead of those private college brats. Save your lecturing for someone else.

For attacking an argument, there needs to be at least some vestiges of logic in it. Yours lack any. Considering you are the one going around begging for jobs and me being someone who got one without having to beg, it's clear whose sense of logic works out in the real world. Your premise is faulty. NLU students aren't superior to those didn't crack CLAT on a given date. Nor do they think that they are, barring a few specimens like you [...]. The government doesn't have any legal obligation to ensure that students from any particular institution get jobs on graduation. Finally, people who actually study in law schools don't need to make a sorry spectacle of themselves like you are doing here and on other threads. Plenty of jobs out there for the capable. So, quit trolling and spend the rest of your days in law school actually learning something for a change.

I never asked the government to guarantee jobs for NLU grads. All I said was that the NLU alumni must ensure priority to their alma mater in their places of work, private organisations specifically. It is an open secret that law firms give preference to those who graduate from NLUs. This is also corroborated by placement figures. Thus it is not a novel demand.

Further, isn't the worry that the private sector shall go into recession like trend post-Corona and the law firms shall not have the same numbers of intake requirements to provide jobs to freshers from all Tier-1 NLUs?

In line with the second worry, someone (maybe not you) claimed that the government should create jobs to take them in. This person did not say take-in to do what? It's not that lawyers 'produce' anything. Especially straight out of university freshers. So why should the tax payer pay for them to have a cushy (or any) pay?

They are all welcome to (imho) join the courts, especially lower courts, and make the best of a bad situation.

I hope @Guest understands that the CLAT exam is a determining exam for admission into NLUs. The reason why recruiters hire en masse from NALSAR, NLS and NUJS is because they are assured of quality graduates, that is primarily dependent on their ability to crack the CLAT exam, otherwise how else would the students be there?

Err...no. If you think that, then you should go back and re learn logic. If recruiters wanted to hire people based on their CLAT scores, then they wouldn't have waited till fourth year/final year, but would have got students to sign PPOs in the very first year. Do you write your CLAT rank in your CV? On second thoughts, don't answer that, I'm afraid of knowing. Recruiters hire students based on their performance in course of law school and potential to do even better once out of law school.

That's simply not true. There are several students from even those places who struggle to find job, regardless of what pretty picture the RPC may paint for the outsiders. I agree with you that they are often discriminated in favour of compared to students from more recent law schools, but that's mostly because of alumni presence. CLAT rank has got nothing to do with it. There's a presumption among a lot of people in the industry that these law school provide some sort of extra zing. Some do in some small ways. But it's mostly perception. I'm not talking about the very recent NLUs lacking in everything from infra to faculty. Plenty of TLCs are better than those. But frankly, whether you crack CLAT on a given day isn't an identifier of how good a lawyer you'd turn out out to be. I've seen plenty of people from TLCs or other NLUs doing quite well for themselves out in the real world.

PSJ is all set to become the next NLUD VC, favoured by the search committee. You heard it here first (this comes from a conversation with one of the committee members). Devarao is still trying to use his pull within the judiciary to try to overturn this when the matter comes before the EC. Sadly, SR doesn't seem to be anywhere in the picture, although I've no doubt she would have made an excellent VC for NLUD. The students got cold feet at the last moment and didn't try something like the Law School students did last year. Latter got the benefit of such actions, with Sudhir getting in. Former have missed the bus, it seems. With the Corona issue, any organised protest at this point seems highly unlikely. This is how real talent gets cold shouldered in Indian academia.

Search committee hai bhai, court nahin. Precedent nahin kaam karte yahaan. Those guys won't do what you want or what the NLS search committee did. And there too the student unrest played a crucial role. There are even more vested interests at play here. Even 28 said he'd have liked to see SR as the new VC, as would we all. You don't have to vouch for her scholarship or candidature. But she lacks in a vital area, brown-nosing or cosying up to the people in power. The other two excel in it. That's a fact. Now had the NLUD students mobilised about it, the outcome might have been different. But they never did.

I am just politely advising law students to prepare for the worst. Kian, the news reports below say that an All Indian Judicial Service may be set up by March 2022, creating 5,000 jobs for young lawyers. With the COVID epidemic getting worse and worse, private sector jobs will take a massive hit. The government HAS to step in to save NLUs. I think you should flash back to the crash of 2008, which the current kids are too young to remember. Please make the looming job crisis your priority. Please ask NLU VCs and students associations if they are planning to lobby to help NLU grads secure AIJS jobs, by making the paper based on the NLU case law model and outsourcing paper-setting to NLU profs.

Hi Kian, NUALS Kochi has suspended classes till 31st March as per Kerala government order. University offices, would however, remain working.

Chanakya National Law University (CNLU) persuant to state govt order has also agreed to close university from 15 th March till 31st March till further notice is received by the state govt. All students are asked to vacate the hostels.

Can you please update (or make a new post) about the changes in the end term examination in law schools? There’s a lot of uncertainty. It would be nice to know what how other colleges are dealing with it especially with respect to fifth year students.
