NLU Delhi registrar Prof GS Bajpai, who has been in the role since 2014 under previous vice-chancellor (VC) Prof Ranbir Singh, has stepped down from the position.

In the interim, until a full search can be conducted for his permanent replacement, the acting registrar position will be taken over by Prof Anupama Goel, who had joined NLU Delhi in 2012 as an associate professor of law and is now a professor.

The Vice-Chancellor is pleased to relieve Prof.(Dr.) G.S. Bajpai from the additional duties of the Registrar with immediate effect

Further, in exercise of his powers under Statue 6(3) of the [NLU Delhi], the Vice-Chancellor is pleased to entrust the duties of the Registrar to Prof.(Dr.) Anupama Goel, Professor of Law in addition to her present duties with effect from 11th January, 2021 till further orders.

We have reached out to Singh’s successor, VC Prof Srikrishna Deva Rao, for comment.

Bajpai said that in the six years of his tenure as registrar, NLU Delhi had seen many achievements, including its National Institutional Ranking Framework (NIRF) ranking in second place and “all major research centres became functional”.

“My achievement is only in terms of bringing a research focus in the functioning of the unviersity and that has made NLU Delhi a very, very distinctive institution from the rest,” Bajpai added. “I am a researcher, and being a researcher I’m very happy in the end that the vibrant research in the university is going very well.”

Bajpai said that he would remain at NLU Delhi and, looking ahead, there were six research projects he was working on.

Massive scale criminal reform committee

Of these, the highest profile, is no doubt the government’s mandate for NLU Delhi to run the Committee for Reforms in Criminal Laws. Its brief is no less than undertaking a wholesale “review of criminal laws in India”, and it is to “recommend reforms in a principled, effective and efficient manner which ensures the safety and security of the individual, the community and the nation; and which prioritises the constitutional values of justice, dignity and the inherent worth of the individual”, according to the original announcement by NLU Delhi about the committee.

Its chairperson is the university’s VC but Bajpai is the convenor and member, alongside DNLU Jabalpur VC Prof Balraj Chauhan, senior advocate Mahesh Jethmalani and ex-Delhi district and sessions court judge, GP Thareja.

Bajpai said that the deadline for concluding the report had been extended to March 2021.

“It is very big,” he said. “This is a landmark in many ways, the first time a university has been entrusted with this responsibility by the government.”

The committee had been controversial when it was first announced in late June 2020 with tight timelines and an apparent lack of women or “marginalised communities” represented amongst the senior members, according to complaints from interested lawyers, former judges and citizens, who had set up a website outlining their concerns by October 2020 (archived snapshot), as had been widely reported.

“Criticism is always welcome,” commented Bajpai, noting that the committee had “moved with all good intention”.

Out of the total of 25 people now working on the project, 10 were now women, he said.

Next permanent registrar hunt will be on

Bajpai’s appointment had allegedly happened without an advertisement or search committee back in 2014, which had attracted a writ petition in December 2019.

While, as we had outlined back then, the NLU Delhi VC does have wide powers to appoint a registrar without a committee, though technically another section of the NLU Delhi establishing Act required a search committee for the post.

That petition was dismissed by February 2020, noting that Bajpai had been duly qualified to be appointed as registrar, despite not having an LLB or LLM degree and not having been appointed via search committee.

That said, according to an NLU Delhi faculty source, it seems likely that a search committee will be looking into appointing a permanent registrar this time.

Update 17:33: As the notification makes clear, Goel has been appointed under section 6(3) of the university’s governing act, same as in Bajpai’s case.

Bajpai was a good registrar. Largely responsible for NLUD rise. Ranbir-Bajpair pair were good for the uni. His departure comes as a shock to for the university. Even his mail sent to the college is cryptic, seems like he was forced to resign. Nevertheless good work Bajpai, NLUD will remember you fondly.

I know one good thing about this person that I have witnessed first hand. Every single opportunity that he used to get with good external faculty, visiting industry experts, he would woo them ceaselessly to come to teach at NLUD, without thinking about red tapes. Must say that made a refreshing change from several other institutions including NLUs.

Please ask Prof. Bajpai and then cross-check with NLUD administration about these:

1. Prof. Bajpai did not resign. He was relieved from his duties by the notification of the Vice Chancellor. The notification makes it amply clear.

2. Prof. Bajpai himself was never a permanent Registrar. Irrespective of how wants to mention it just as Prof. Goyal has been given additional charge he had additional charge as the Registrar. Again to reiterate Prof. Bajpai was never a Registrar of NLUD he was given Additional charge (how he pulled that off for 6 years is a fascinating story).

There are also a lot of other discrepancies here regarding the committee, research centre and I hope someone with more knowledge will clarify it.

GSB 'fits' RGNUL better. It is doubtful whether he will go there bfr the Crim Justice Comm work is done. Also VC search committees can and do take "time" till the powers that be find the right "fit" (not necessarily who/what is in the best interests of the university/students). We have seen that happen in NLUD itself and in previously in other NLUs.

Nandi has other places as well - NLUs in Bihar and Assam or even a greenfield. He is on his way out.

Registrar as "additional charge" through use of "emergency powers" is a much abused trick that VCs of NLUs use with the tacit consent of powers that be. NLUD showed how it isn't just the EC of NLUD but the HC too, which lent a helping hand to RS(S).

The real story isn't that GSB has vacated the position but what caused it to be done now and why. Everybody knows that SKDR and RS have a Sonia-Manu relationship (although both are no "accidental" choices).

Nandimath will apply to RGNL for sure. He will surely not want to serve under Sudhir and now his HAL chair has also been taken away (which, to be fair, he should not have occupied in the first place).

Bajpai will also certainly apply, but he does not have a law degree, right? That makes things difficult. But it will be a close contest.

VC Vivekanandan will probably try for NALSAR VCship in 2022 and he will probably succeed.

GSB will stay in NLUD. May get "elevated" to a Chair position. There is always Jiggles and ILI. Also Law Comm. RGNUL VC position may have its bells and whistles but it will crimp the life that GSB has got used to in Delhi and specifically NLUD.

Assam will likely have a "son of soil" VC. Elections there coming up. Bihar is done and dusted. Nandi will go there. RGNUL thing may actually drag out till elections are done in 2022. The only way Nandi goes there is if he is willing to be a Maunmohan and PJ and Co are allowed to "run" the show.

Don't delude yourself by thinking that only people of the calibre of those four teach/are associated with JGLS. There are plenty of mediocre people there, just like in any Indian institution.

He is already a Chair Professor of the Criminal Law Chair. Its more likely that he'll be removed from that also.

His and Nandi's career seems to be following similar downward trajectory.

Both registrars and influential with the previous Vice Chancellor and had a lot of clout. Then after the appointment of the the new VC removed as registrars, slowly being sidelined from every major responsibility, chairs take away.

And as luck would have it would fight for same positions across other law schools.

FM's ultimate goal is a Rajya Sabha berth from a non-BJP party: Congress, Samajwadi, BSP, TMC, Left, AIMIM etc. The way to get there is via VCship of AMU or Jamia rather than NALSAR, which is too small and elite.

People who are commenting here have no idea. Being a VC of a traditional university is more covered than being an NLU VC, as it brings political heft, more funding etc. Quite a few VCs of traditional universities have becomes Rajya Sabha MPs and even Governors, but I cannot think of a single NLU VC who has got anywhere close.

The most politically well connected VC is Rajkumar of JGLS. The Jindal family are long-time financiers of the Congress and they also make corporate donations to the BJP. Many influential politicians from both parties have visited JGLS.If the Congress ever returns to power, a good position for Rajkumar is certainly possible.

Correct. RGNUL are NLUO both have vacant VC slots. Nandi and Bajpai will be on the lookout, but some of the retirees from NLSIU could also apply. NLU Prayagraj and NLU J&K will open up vacancies as well.
