The National Law University consortium of vice-chancellors (VCs), which has mainly been responsible for running the Common Law Admission Test (CLAT), has decided that “there is no compelling academic reason to bring back batches graduating in 2021”.

The consortium said that it was making the statement as Coronavirus numbers have begun to spike again, especially in states such as Kerala and Maharashtra.

Several NLUs had also indicated that they had plans to re-open for physical classes earlier this month or early next month, as discussed in conversations on Legally India.

While stopping short of any binding edicts (which in any case, might be outside the power of the consortium), the consortium’s statement sends a strong message of the a standard course that NLUs have said they would take.

“As the NLUs have no requirements for laboratory and in person simulation extinct,” noted the statement.

Furthermore, not having physical classes would cause “no disruption of the academic calendar in 2021”, the consortium added in the statement.

“It is in the best interest of all Universities to reopen safely rather than quickly in a manner that minimises the loss of life or possible long term medical damage to faculty, students and the University community,” the consortium said.

The Governing Body of the Consortium of National Law Universities comprising of 22 Vice-Chancellors met on 22nd February, 2021 to take stock of the recent developments with the Corona Virus Pandemic and to review the possibility of reopening the Universities and Hostels in March 2021.

The Governing Body while acknowledged that nationally Covid 19 cases have been declined, but in the last week there has been an alarming increase in cases in few States in India including Maharashtra and Kerala.

Moreover there has been several cluster outbreaks in large residential complexes and University hostels across the country. As vaccination for Covid 19 is yet unavailable to students and faculty, a full reopening of physical classes and hostels would pose extremely high medical risks to students, faculty and the University Community. Hence, the Universities are likely to make limited arrangements to cope with adverse circumstances that a few students face.

The University Grants Commission guidelines, the Government of India and State Government Regulations to Universities to make a single decision applicable to all NLUs is not feasible. Hence, individual Universities must take stock of their existing infrastructure arrangements, maintenance and medical services and local conditions before announcing any decision to open up their Universities in a phased manner. As the NLUs have no requirements for laboratory and in person simulation extinct, there is no compelling academic reason to bring back batches graduating in 2021.

As all the Universities have made arrangements to continue online delivery of the academic programme, there will be no disruption of the academic calendar in 2021. It is in the best interest of all Universities to reopen safely rather than quickly in a manner that minimises the loss of life or possible long term medical damage to faculty, students and the University community. The General Body also resolved to again review the situation in the first week of the March. The Universities that have not yet announced reopening have been advised to wait for few more days.

The reopening is happening because some State Governments have directed that all the Universities should be opened. Even the single occupancy room requirement has also been taken away. The NLU students are very eager to come back to their hostels. They are missing their dear friends.
The business of private universities and colleges has also been standstill for past one year.

NLUs aren't bound to reopen based on state government's decisions. That decision is mostly aimed to ensure that students without access to Internet etc. don't miss out, and that exams can be held regularly. Neither issue is of paramount importance given the NLU student-demography and policies.

Unfortunately NLUs are very malleable to state politics and pressure from local education ministries, especially in states where the centre benefits from a show of "all is normal, covid is fiction".

what is interesting to observe is that the consortium is slowly morphing towards a collective decision making body. Potentially a counterweight to the BCI education committee in about a decade or so. With right kind of vision the consortium can do a lot of things right.

It's been 3 semesters dude not one semester. If you don't want to return college don't go you can't expect the same from others. And this Covid thing is not goona improve in next year tab tak college band rakhne Ka irada hai. Administration of all NLUs should chart out a plan for reopening this can't go on forever. Several colleges have opened up in UP, MP and Bihar in full capacity and trust me when I say that there hasn't been single breakout of Covid cases. So, it will be better if adminstration of different colleges start finding out different ways in which college can be reopened. This can't go forever. Period.

I hope you realise that college admins don't really benefit much from keeping the colleges closed for so long. No I will not "Trust" you when covid cases go unreported in Bihar. Opening colleges, particularly those are entirely depend on hostels could be safe, but will always be a gamble. No humane administration should gamble with the lives of their students and families.

I understand bro. We lawyers, especially the ones living alone, have been going through the same thing. No one has asked us about mental health issues. And, you will be surprised, 60-70% of the lawyer are facing such issues. But there is no one to open up to. Honestly, I dont even know what to expect from the employers, if anything. But yes, the mental health thing is real.

What about the GNLU 2020 batch which was sending messages to the VC saying they will suffer "loss of respect" among freshers of the 2021 batch if both come to campus at the same time? If both are campus newbies can both be called freshers and will the 2021 batch still be obliged to address the 2020 batch students as Sir and Ma'am? This also applies to other NLUs with a Sir-Ma'am culture, such as NLUJ, NLIU, HNLU, RGNUL, RMLNLU etc.

The university hasn't reopened, classes are still taking place exclusively online. Part of the batch has been allowed to come back to the hostels for ease of recruitment process.

Everyone supports this decision excepting some wokes, who are genetically programmed to oppose everything. The argument they are using is "access", when every single student has access to a computer to attend online classes and many people are willing to donate old laptops.
