NUJS registrar suspended after report highlighting financial mismanagement

NUJS Kolkata registrar Surajit Mukhopadaya was suspended today over allegations of financial impropriety that were raised by a judicial inquiry into NUJS and its management.

Vice chancellor Ishwara Bhatt said that “the order of suspension has been delivered on the registrar”, and that Mukhopadaya would now have to reply to it.

Bhatt added: “A disciplinary committee has been constituted. Inquiry is pending and it will come out with its observations against the others [named in the report].”

The suspension order was issued from the vice chancellor’s office, to ensure that the disciplinary committee, to be presided over by retired West Bengal civil servant Mihir Kumar Das, could proceed in its investigation in a fair manner, said Bhatt.

Mukhopadaya was not reachable for comment at the time of going to press.

Last month Legally India revealed that an inquiry committee led by ex Rajasthan high court Justice NN Mathur and two former government auditors, unearthed facts “indicative of financial mismanagement of funds by the university”.

However, another critical report produced by the Bar Council of India (BCI) in November 2013 on NUJS had been buried until published by Legally India last month.

Surprisingly registrar Surajit Mukhopadaya copied the letter of Prof. M.P.Singh which was written to Secretary Genearl of Supreme Court without looking into the matter which UGC placed to NUJS. Later Prof Ishwar Bhatt copied the same letter and suppressed the financial irregularities and illegal functioning of Prof. M.P.Singh. It was both Prof Ishwar Bhatt and registrar Surajit Mukhopadaya who made false submission to State Information Commissioner of West Bengal and to the Calcutta High court when both of them were dragged to Calcutta High Court for violating RTI ACT after taking the fees for the same. Once again, the Vice-Chancellor is after everybody else apart from his own grossly incompetent (and these days, shamelessly biased) self. Irrespective of whether this line of inquiry is desirable or not, there can be no argument that all he intends to do is to take away focus from the earlier report that has held him culpable for several instances of misdemeanor. One would have thought inquiry committees should act upon allegations raised in a chronological manner!

Commendable it is but then the VC is giving an argument which has neither rhyme nor reason. Under the NUJS ACT the VC is powerful to do anything. Hence if there is financial bungling what was the VC doing. At the end of the day he signed each and every document then why is he sitting there.Is it not in the interest of NUJS that both VC and registrar should be removed and an independent enquiry committee be constituted to review all the financial bungling and punishing all. With the VC sitting at the head is it ever possible to have an independent enquiry. What about principles of natural justice that one cannot judge one's cause. Furthermore with the VC's handling of the sexual matter is it not enough ground that the EC should ask the VC too to step down. I think it is time for every one in NUJS and outside it to demand the cleansing of the entire system.

Better Not to say about M.P. Singh ....... He has been exposed....It is because of M.P. Singh that NUJS is now in such a sorry state of situation.

Whatever is left is still kicking the butt of most of the other law schools insofar as recruitment figures are concerned. In case you didn't get that, it's STUDENTS. They are what made NUJS what it is.

Dear Wellwisher of NUJS,

I remember being a student of NUJS during the time of Prof. Singh and I must admit Prof. Singh was one of the two ablest administrators NUJS ever had alongwith Prof. Menon.

The University had the best faculty during Prof. Singh's time, student events were properly funded, students were treated as an equal stakeholder and the University made significant progress after the stagnation and drop in quality of the days of Prof. Chimni ( who though an inept administrator was indeed a wonderful academic and a fabulous teacher). Don't know what axe you have to grind against Prof. Singh , but if you find slandering someone in public forum a good way to go about things then at least make an effort to share the valuable information you alone seem to possess.

There's a certain coterie among LI Commentators who seem to have personal gripe against Prof. Singh and whenever any NUJS issue is being discussed, they tend to vent their grief! No cogent information, mind! Just 'tantalizing' hints.

Good that you have responded. I would like to respond point wise to your comments.

"Prof. Singh was one of the two ablest administrators" - I don't know what do you feel about the word ablest administrator when documents under RTI has revealed series of illegal functioning [...] undertaken by Prof. M.P. Singh. Hope you have read the BCI report carefully line by line. BCI did not make the enquiry just like that , all the documents obtained under RTI had substantial matter of M.P. Singh's [...] illegal functioning which made BCI to make the enquiry for 2 days. If M.P. Singh was so clean person why did he write to Chancellor (CJI) and Mr. Halim that due to their busy schedule they do not expect a reply on the illegal points that has been raised. Why did he resign and why did the EC called for a University Review Commission ? If Prof. Singh was so clean then why ECF minutes of the meeting were manipulated ? If did M.P. Singh was so clean why did NUJS was dragged to Calcutta High court to get the documents of M.P. Singh's illegal functioning? Can you please tell me why did M.P. Singh was so afraid that he had issue false certificate in the letter pad of NUJS? Please remember not a single illegal functioning has been reported against Prof. Chimni. At least do not compare M.P. Singh with Prof. Chimni.
You asked me to share the valuable information that I alone seem to possess - I don't understand why should I share it here ? Please make some effort you will get it but what will you do with it ?

Guest are you deputed by the present administration to write this nonsense? Kian are you sure these kind of derogatory and unsubstantiated comments are not creating any liability for LI? I don't know who you are but we were students under both regimes and as students we got better faculty and better study resources under Prof. Singh. Even the library improved by leaps.
The sheer aggression and the nature of unsubstantiated nonsense that you have been spewing against one person tell us more about you than anything about Prof. Singh. Additionally no one ever doubted Prof. Chimni's brilliance as an academic where in honestly his brilliance was. Prof. Chimni himself has publicly said he did not really enjoy administration. Also no one is questioning his integrity which I am sure is beyond reproach.

There is a previling mindset that just because there was more faculty and faster decision making under M P Singh therefore it means he was a clean upright person. Please dont mix these issues. I dunno what facts the Guest has but an allegation of corruption cannot be replied by saying the accused was an efficient administrator, etc. I also find it hard to believe but lets not forget that many questionable decisions were taken in the time of M P Singh, whether or not he was involved is a diff matter.
