CNLU Patna 2011 graduate and CGST Department assistant commissioner Chandan Prakash Pandey has been arrested by the Central Bureau of Investigation (CBI) for allegedly taking a Rs 2.5 lakh bribe to from the owner of a flour mill to correct tax records, according to PTI and other reports.

Allegedly, the original demand was for Rs 8 lakh to settle a tax issue, which was negotiated down to Rs 2.5 lakh.

Pandey and a superintendent were reportedly arrested late last month by the CBI, which set up an operation to bust the handover of cash in Patna.

Pandey had graduated from CNLU Patna in 2011, then joined National Insurance Co and the Ministry of Home Affairs in 2015, before passing his Central Services Exam in 2016 with an all India rank of 462 to join the Indian Revenue Service (IRS).

We have reached out to Pandey for comment.

The civil services have become an increasingly popular career choice for law school graduates in recent years, who regularly feature in the top ranks.

Appreciate LI for posting this (since it is known for posting achievements of NLU Grads).

The question now to you is, why did a NLU Grad do it. Keep aside other corruptions for a while. Your so-called coveted NLU Grad has done it. Is it not a shame.. Money has become everything. NLUs informally teaches its students to make money, by forgetting its primary objective of producing good litigating lawyers.

Obviously. Just 2.5 lakhs. This is done only to cover up the corruption in the central leadership to show it's a "clean" government. Who will investigate Rafael? Congress at least investigated alleged scams. No one investigates central leadership now.

What use are 18 ready to fly and 100 yet to be manufactured Rafaels without arms?? Compare that with 36 Ready to fly jets with loads and loads of cutting edge weapons.. if you know what the Rafael issue is all about, you’ll understand.

Congress made a stupid deal which would have stayed on paper only for atleast a few years. First on account of manufacturing delay, then cost escalation due to time lapse and then scrapping of the project 15 years down the line. Congress didn’t think about the immediate need of the AIF. security is paramount. Congress has compromised us since 1947!

Congress never made any deal.

It had only floated the tender and Rafale emerged as the L1 offering at the end of the process. Thereafter, negotiations between Government of India (both UPA and NDA) and Dassault got stalled due to differences over commercial terms. No agreement could be signed which is why Modi announced the new, truncated deal as a way out.

Where exactly is the scam? I have turned newspaper inside out but I could not find any scam (except for the part that there was no BG so the prices increased... but then that's not a scam is it?)

1. Comments on LI have little to do with speaking out.
2. Most of them (unlike professionals/those in the private sector) have 9-5 jobs. Arguably, they have much more time to comment. It's unlikely that they would be interested in a legal gossip blog anyway. They'd go to government gossip blogs (and they do exist), though they'd likely not comment (why would they want to be associated with a comment that could come bite them later?)
3. There may be honest officers, but they are too scared to speak out. I don't blame them for that. They would be in pretty hot water if they spoke out. This reluctance (cowardice? self-interest?) merely makes them human, but does not in any way make them deserving of respect. Doing one's job without taking a cut is obligatory. Not doing so makes officers deserving of contempt.

Unsure about the fuss here. Fairly common for the IRS offices to get caught taking bribe. Like others he’ll get away too. A few senior IRS officers were caught (link below) accepting bribes but nothing really happened. Govt doesn’t usually charge their own.

I will really appreciate if you do a little research about CNLU before calling it an autonomous uni of Patna University. CNLU is one of the premiere NLUs in the country and students have to clear the CLAT exam to make it here. Yes, the incident which happened is unfortunate. But, I dont find a reason for you to bash the entire university.

LOL. Dude, CNLU is a "premiere NLU"?? Frankly you're better off going to a good non-NLU (ILS, GLC-Bom, DU, Amity, Christ - at least a city network would be there) rather than join an NLU-below tier II. CNLU Patna, NUSRL Ranchi etc are death knells to professional careers. Which good law firm goes to recruit? And this is 2019. Imagine how bad it was in 2010.

I wasn't bashing the Uni, just saying it for what it is. And this guy who got caught in the bribe must have come from a very ordinary/lower middle class background, to even have joined CNLU in the first place instead of better private alternatives. So its unlikely he's got the pull to weasel out of this CBI case, considering how junior he is.

Kian, why exactly is this bit of news being featured on LI? Is it because you want to highlight that people from NLUs are following other careers as well, and that those who do may fall into ethically compromising situations like this? If that's the case, I could understand...

But this guy is from CNLU Patna and that too batch of 2011. Let's get real. It's not like he turned down AZB or Amarchand to write the UPSC. Even today (2019) where the average quality of students at NLUs is way better than those that joined almost 13-14 years ago, colleges like CNLU, Ranchi NLU etc are the utter worst of the pack. Non existent faculty, non-existent placements, without even absolute top students getting good jobs (corp/litigation/clerkship) or pursuing reputed graduate courses [unlike even bottom of tier 2, like say RML in Lucknow]. So you can only imagine how poor the prospects of CNLU Patna grads are (and more so, if they were from batch of 2011].

So either, you want to start a flame war about NLUs or you want to start a flame war about corp careers vs civil service. Neither of which really apply to 2011 CNLU graduates (which I'm told is just a more autonomous version of Patna Uni law department). Would you be surprised if Patna Uni grads slogged to clear UPSC, but later got ensnared in a bribery case (that too for something paltry like Rs 2,50,000)?

PS: I'm Bihari and my parents were advised to avoid college education in Bihar in the 1970s/80s if they had ANY other options. So, this isn't parochialism or regionalism. Just the sad truth.

LI is just targeting CNLU and people from Bihar. Why no reporting when students/graduates of high ranked NLUs (top 5 in NIRF) were involved in the following:

- arrested for sexually harassing an air hostess (reported in media)
- arrested for stalking a lady (reported in media)
- sending a student to hospital by ragging

Also, a few days ago the legal head of a top company in Bengaluru was arrested for citizenship fraud , for being a Bangladeshi with a fake Indian passport pretending to be Indian (reported widely in media). No reports on that.

I don't think LI has anything against CNLU as such. We all understand that entire College cannot be put to blame for actions of one person who has passed out long back and is no longer associated to his alma mater, at least in a manner that would prejudice his understanding of right-wrong.
Also, why is some dumbass talking about filth in RGNUL, CNLU etc when a grad was caught taking bribe? His actions are his own, and cannot be associated with what principled he learnt during college. Any College, no matter the ranking, is a mix of good and bad elements.

Had a couple of IRS kids in my NLU and almost all of them albeit one or two lead an ultra luxurious life in law school with choicest of internships and later the desired jobs. Most people from my NLU would know this particular IRS kid who had CRPF escorts whenever he left from college to airport. But that maybe an exception but almost all had local Income Tax send them cars whenever they needed transport.

Mate you nailed it. it is the case with the most (if by chance not all) civil servants' kids across the country. Used to see 10+ beacon-clad babu-cars (as then it was) every weekend doing transport duty blowing tax payer money at my nlu. On a lighter note, seeing this luxury and so-called 'status', many got 'inspired' to crack UPSC. Sounds like a vicious cycle?

Only people who are completely oblivious about reality would think that the incident has anything to do with the NLU the student has graduated from. Because it doesn't. This student could very well have been from any other NLU too.
