Builder responsibilities towards getting Khatha in Apartments - Karnataka(Bangalore)

Hi

Is there any specific Act/Law that talks about builder responsibilities in getting Khatha for individual apartment owners in Karnataka(Bangalore).

The BBMP asks for a bifurcation document(Khatha of the entire undivided land) as a pre-requisite to apply for individual apartment khathas. It also mentions that this may be obtained from the builder.

However very often the builders do not provide this document to apartment owners.

What can the apartment owners do in such a scenario. Can they initiate legal actions against the builder under any specific sections?
