Parking problem bcoz of commercial activity in residential building

My parents are staying in an apartment complex in Chennai. The apartment building has 12 apartments in 4 floors (including the ground floor). Some of the apartments have been rented out for commercial purposes.
Now we are having a problem with parking in the apartment complex. All employees and visitors to the commercial establishments in the building come and park their vehicles inside the building in a very unregulated manner. Sometimes there are more than 50 bikes inside the complex and we find it difficult to move our vehicles.
We have spoken to the commercial establishment owners, but they do not take any meaningful action.
Please suggest what options do I have? Can i directly file police complaint or should this be handled via a legal route? If yes, how can i proceed with the legal options?
Couple of important points
* There are two parallel apartment associations - one by the residents and another started by the commercial owners.
* There is no security employed by either of the two associations.
* Th original document states that there can be no commercial activity in the building.
